On 8 October 2015, National Defense University hosted a deterrence seminar featuring ADM Cecil Haney, Commander, U.S. Strategic Command, as keynote presenter. The seminar, “Deterrence Imperatives: Capabilities and Education,” was jointly convened by the Center for the Study of Weapons of Mass Destruction (CSWMD), part of NDU’s Institute for National Strategic Studies; the National Institute for Public Policy (NIPP); and Missouri State University’s Graduate Department of Defense and Strategic Studies, to advance awareness and thinking about the importance and requirements of effective strategic deterrence. The seminar also featured presentations by Dr. Keith Payne, President, NIPP, on the need for strategic forces modernization; Mr. Paul Bernstein, Senior Research Fellow, CSWMD, on the need for professional military education on deterrence; and commentary by Amb. Robert Joseph, Senior Scholar, NIPP, and Mr. Charles Lutes, Director, CSWMD. Approximately 100 officials, experts, faculty and students attended, including NDU Senior Vice President Amb. Wanda Nesbitt.
