New technologies can increase the speed of conflict. Disruptive technologies, like social media, are often used for civilian purposes yet have strategic implications for nuclear weapons policy and nuclear-associated risks, such as crisis escalation. At our October Spotlight, Professor Freedman discussed how Twitter and other social media impact the traditional escalation ladder and whether incorporation of new communication technologies could serve to increase or reduce nuclear risks.
