“The array of challenges posed by weapons of mass destruction requires a comprehensive and integrated response from across the whole of government. The PEL Program is an important, even unique, part of that response; exposing young leaders from across the interagency to the theoretical and practical issues that define this critical aspect of our national security. I have no doubt that the graduates of the Program will be among those making the judgments and formulating the advice for the Nation’s leaders as we wrestle with these issues well into the future.”
