In his National Security Strategy, President Biden made clear that we are at an inflection point, with the United States entering a decisive decade amid a rapidly-changing security environment. In the National Biodefense Strategy and Implementation Plan, the Biden-Harris Administration laid out a vision of a world free from catastrophic biological incidents, setting forth "bold outcomes" for countering biological threats, enhancing pandemic preparedness, and achieving global health security.
